SA-TIED Programme Overview

The Southern Africa – Towards Inclusive Economic Development (SA-TIED) programme is dedicated to supporting policymaking in the Southern Africa region. Collaborating closely with researchers, SA-TIED aims to address crucial knowledge gaps necessary for achieving inclusive growth and economic transformation. Researchers within the SA-TIED framework have access to comprehensive anonymized tax data provided by the National Treasury (NT) of South Africa, supported by the United Nations University World Institute for Development Economics Research (UNU-WIDER) and various other governmental organizations in South Africa and its sub-region. The programme's research endeavors are designed to inform policymakers and provide innovative solutions to economic and developmental challenges in the region.

Partnerships and Impact

To achieve its goals, SA-TIED has forged broad partnerships with expert research institutions and government departments, including the NT, UNU-WIDER, and the South African Revenue Service (SARS). The first phase of the SA-TIED programme, implemented from 1 November 2017 to 31 March 2022, significantly contributed to the policy environment. It provided valuable administrative data to researchers, offering insights into how public policies impact vulnerable populations globally. SA-TIED Phase II, spanning from 1 April 2022 to 30 June 2025, aims to build on the success of the previous phase, increasing its relevance to the policymaking environment in South Africa. This second phase will continue to uphold key principles, including collaboration, inclusivity, and a commitment to establishing a world-class research infrastructure around South Africa’s tax-administrative data.

This initiative is made possible through generous funding from essential contributors, namely NT, the Delegation of the European Union to South Africa, and UNU-WIDER. The funding is derived from UNU-WIDER's contributions from Finland, Sweden, and the United Kingdom to support the research programme, highlighting the collective commitment of these entities to the success and impact of the collaborative efforts within the SA-TIED programme.

Thematic workstreams
The SA-TIED programme operates through seven thematic workstreams, each jointly led by a researcher and a relevant figure in the South African government. This collaborative structure ensures that the work conducted has the greatest potential to impact policy. Academic and policy leads play instrumental roles in developing the focus of their respective workstreams. Through this collaborative design, researchers address knowledge gaps crucial to policymakers, making a positive difference in the lives of southern Africans.
