The IFMS project is a priority initiative led by the National Treasury to review and upgrade Government’s
transverse information technology (IT) systems. The objective of this programme is to enhance the integrity
and effectiveness of expenditure management and performance reporting in order to ensure effective service
delivery. Transverse systems are defined as the general administrative systems required by all Provinces and
Departments which include:
- Financial Management,
- Human Resource Management,
- Integrated Supply Chain Management (including asset and procurement management), and
- Related Business Intelligence, Audit and Decision Systems.
The conceptual design has been complied and is available in two documentation sets:

Users are encouraged to download and read the documents and submit comments to
ifms@treasury.gov.za.
Comments will be passed on to the appropriate custodians of the legislation:
- Finance and BI – Accountant-General, National Treasury,
- Supply Chain and Asset Management – Supply Chain Policy, National Treasury,
- Human Resource Management - Department Public Services and Administration (DPSA), and
- Business Architecture – Primary Systems Integrator (PSI), SITA.
