The purpose of the revised Strategic Procurement Framework (SPF) is to:
- Assist the Government in building robust and defensible business cases for the procurement of goods and services by deploying differentiated approaches that will empower the government to comprehensively evaluate sourcing options for the vast and diverse base of commodities.
- Ensure the adoption and ease of implementation of the tools by the supply chain management practitioner.
To achieve the above, the SPF is written from a “User and SCM jobs to be done” perspective.
The framework will further apply various sourcing business mapping models (SBMM) that will improve the achievement of the government's social outcomes. By using the appropriate tools, approaches, templates and guides the toolkit will aid the user to apply the most appropriate tools in procuring goods and services.
The toolkit and the instructions, guides and templates are developed to support the SCM practitioner in any government procuring institution. At the same time, the SPF provides flexibility to the users based on their own organisational and situational settings.
